After years of failing, Democrats pass a gun tax, while Oakland's congresswoman sees little traction in U.S. Senate race

State Senate votes 27-9 to send a bill to Gavin Newsom that would impose an 11% tax on firearms and ammo sales to generate $160 million annually for violence prevention, school safety and victim-support programs.
